Description:The context
A fundamental change in recent years has been a reorientation of economic and social policy away from the use of “top-down” sectoral instruments towards more “bottom-up” local development strategies. It is increasingly recognised that an endogenous approach to development can be highly effective in supporting long-term and sustainable development. This is particularly emphasised in the context of globalisation and the increasing importance of regions and localities in enhancing competitiveness and fostering growth.

Points for discussion
Towards the future, some challenges facing certain development agencies concern their lack of institutionalisation inside the policy-making and implementation structure. This has been the case, for example, of the Regional Development Agencies (RDAs) of the United Kingdom. They have sometimes lacked resources and sufficient statutory authority to advance a coherent regional vision or strategy with the other regional actors concerned. This drawback has been compounded by the emergence of better-resourced sub-regional organisations. To date, this situation seems to undermine the ability of RDAs to fully address their strategic aims and successfully influence the activities of other organisations.
