Description of the partnership |
The organisation of the Employment Pact Vorarlberg (EPV) is based on a strategic (steering committee), an advisory (Advisory Board for Vocational Guidance & Youth Employment, Gender Mainstreaming) and an operational pillar (selected experts and coordination office).

Core function of the Pact |
The EPV is devoted to addressing issues jointly and prospectively: specific regional problem areas which become manifest e.g. at the interface between labour market and educational policy or/and social policy are identified and dealt with.

Objectives |
The activities of the EPV aim at identifying potential for improvement in the area of labour market and employment policy, in particular at the interfaces with other policy areas and among various support schemes in Vorarlberg as well as at developing adequate optimisation strategies. Moreover, job-creating measures are to be bundled and coordinated in a more efficient way. New job-creating measures are to be developed and implemented and evaluated with regard to efficacy.

Range of measures and target groups |
To achieve the aforementioned objectives, the EPV commissions studies to find answers to burning issues and future-oriented subjects of the labour market and employment policy in Vorarlberg as well as analyses and evaluation studies. The EPV acts as the initiator of necessary development processes as well as innovative labour market policy projects. The EPV gives priority to the target group of young people at the interface from school to the labour market also in the year 2009.

Activities and results 2008 |
In 2008 the EPV predominantly focused on the recommendations resulting from the accompanying evaluation of the registration system of Vorarlberg and implemented them to a great extent. In addition, initiatives of the School Board of the Land (“ready for high-tech learning?“) and of the Chamber of Labour/Economic Chamber (“ElternLounge“) were supported. Another priority were measures at the interface of the Public Employment Service to social assistance. In 2008 the installation of a Gender Mainstreaming Officer was adopted and prepared.

Priorities for action 2009 |
In 2009 the EPV focused on solutions at the interface from school to the labour market; questions concerning quality and a smooth transition at the interface are in the foreground. Another vital issue is the optimisation of data material related to young people. The working programme is rounded off with measures at the interface between Public Employment Service and social assistance as well as the planning of innovative measures in the area of “migration & labour market“ in the framework of the ESF SP3b (for more details see Rückseite).

Financing and funding |
In the framework of the SP5 of the ESF, Operational Programme "Employment" for Austria 2007-2013, the EPV receives support for implementing the support and networking structure as well as for studies, monitoring, evaluation and PR work. The member organisations of the EPV do not provide any co-financing. For measures improving the integration of those furthest away from the labour market additional funding is available from the SP3b of ESF, Operational Programme "Employment" for Austria 2007-2013 and co-financing resources of the Pact.
