Territorial Employment Pact Tyrol

Description of the partnership The Employment Pact Tyrol has been defined as a regional network for Tyrolian employment policies. The Steering Group is responsible for strategic planning and is composed of all partners. The chair of the Pact changes annually. A Pact Coordination Unit is in charge of supporting the Pact organisations, assumes operational tasks and is responsible for communication and cooperation proceses among the partners.
Core function of the Pact The core function of the Pact is to bundle and implement joint measures of the Pact partners, which have been designed to prevent labour market exclusion of disadvantaged persons and to facilitate access to the labour market.
Contractual period July 2005 – December 2010
Objectives The Employment Pact Tyrol has the objective of safeguarding and creating jobs in the region by analysing regional problems and preparing new labour market policy initiatives. It fosters economic change and implements specific programmes to prevent and combat unemployment. Moreover, it aims at promoting equal opportunities for women and men in the labour market.
Range of measures and target groups Labour foundations, non-profit employment projects, socio-economic enterprises, sensitisation to qualification requirements, labour market integration of persons furthest away from the labour market as well as further developing project assessment are measures under the Pact. Among the target groups benefiting from special support are older workers and unemployed persons, young people and people with special needs.
Activities and results 2008 In 2008 the evaluation reports “Outplacementstiftung – Elektra Bregenz“ (“Outplacement Foundation – Elektra Bregenz”) and “Implacementstiftung – Bildungsoffensive Altenpflege und Pflegehilfe Tirol“ (“Implacement Foundation – Training Campaign for Long-term Care for the Elderly and Care Assistance in Tyrol”) were completed. The evaluation results were incorporated into new foundation models. Measures to combat the shortage of skilled workers were planned on the basis of the study “Aus- und Weiterbildungs-schwerpunkte für den Tiroler Arbeitsmarkt 2008-2010“ (“Training and Further Training Priorities for the Labour Market of Tyrol”). Measures for persons furthest away from the labour market were initiated, coordinated and realised. The Labour Foundation of Tyrol was prepared, and a project for regionalising the Employment Pact Tyrol was launched.
Priorities for action 2009 The priorities for 2009 comprise the programmatic and structural further development of the Employment Pact Tyrol as well as the development of thematic priority areas. Ongoing measures for the improved integration of persons furthest away from the labour market (see Priority 3b projects overleaf) are implemented; preparations for the second round of project applications (2010-2011) are underway. Due to the “economic crisis”, coordination activities are stepped up with a view to combating increasing unemployment; the implementation of the Labour Foundation for Tyrol is being coordinated.
Financing and funding The Employment Pact Tyrol coordinates measures and agrees on programmes based on a Pact budget amounting to about EUR 57,000,000 annually. In addition, funding for ESP Priority 3b, Operational Programme “Employment” for Austria 2007-2013, and co-financing resources of the Pact are made available for measures to improve the integration of the persons furthest away from the labour market. In the framework of ESP Priority 5, Operational Programme “Employment” for Austria 2007-2013, the coordination structure is funded.
