Territorial Employment Pact "Work for Salzburg"

Description of the partnership The TEP "Work for Salzburg" was signed in 1997. After restructuring in 2005, it has been based on a Pact agreement entered into for an unlimited period. The Strategy Team fulfils the functions of a strategic-operational body and has decision-making powers regarding the use of funding. The Plenary Meeting acts as the final decision-making body. The Pact is supported and monitored by a Pact Coordination Unit for all of Salzburg and three Regional Coordination Units (reCos) in the mountain regions.
Core function of the Pact The Pact Salzburg is an alliance of Pact partners of different sectors and spheres of responsibility; its aim is to enhance the efficiency and efficacy of active labour market policy through planned joint action of the players.
Contractual period January 2007 – December 2011
Objectives The objectives of the TEP are to safeguard and to create jobs, to facilitate access to the labour market for groups facing barriers, to increase the level of qualification of the labour force in Salzburg and to contribute to the full incorporation of gender mainstreaming (GM).
Range of measures and target groups As from the beginning of 2009, the priorities for action have been grouped into strategic priorities (enhanced equal treatment, GM and regionalisation) and into thematic priorities (qualification, health, maintaining and strengthening the workforce’s capacity for work and work adjusted to an ageing workforce). Among the target groups are people with disabilities/impairments, women and girls, young people, older workers/jobseekers, long-term unemployed persons and social assistance recipients as well as people with a migration background. The measures comprise “Implacementstiftungen” (“implacement” foundations), socio-economic employment projects, qualification measures and specific projects for individual target groups as well as integration projects for disadvantaged persons/persons with disabilities.
Activities and results 2008 The TEP Salzburg 2008 engaged in the following activities: commissioning the studies “Salzburger Leitbild für Chancengleichheit von Frauen und Männern“ (“Salzburg’s Model for Equal Opportunities of Women and Men”) and “Qualifizierungsbilanz Unterpinzgau und Unteres Saalachtal“ (“Status of Qualifications in Unterpinzgau and Unteres Saalachtal”); PR measures for young people (in particular for girls), closed-door strategy meeting for developing the new working programme and the structural and strategic-programmatic orientation of the TEP, preparation of the working programme for 2009/2010, contract awarding and establishment of reCos Lungau, Pinzgau and Pongau as well as preparatory work for developing a special TEP folder for reCos.
Priorities for action 2009 Due to current labour market developments, the priorities for action are the aforementioned themes and target groups. Additional studies are commissioned and targeted PR measures are realised, e.g. with regard to the activities and tasks of the TEP for Salzburg. This approach is to make a contribution to providing clear information to the public about the competences and capabilities of the Pact. Another aim is to re-integrate those furthest away from the labour market (for more details about the Priority 3b projects see back). The work of the reCos is intensified to ensure that the experiences and needs of the regions are fully taken into account in the TEP for Salzburg.
Financing and funding The aforementioned measures are coordinated and agreed on in the framework of the Pact based on a Pact budget of about EUR 30,800,000. Funding under Priority 5 of the ESF, Operational Programme “Employment” for Austria 2007-2013, forms part of the Pact budget and is also used for Pact coordination. To implement measures for those furthest away from the labour market, additional funds are made available under Priority 3b of the ESF, Operational Programme “Employment” for Austria 2007-2013 as well as through co-financing of the Pact.
