Description of the partnership Since 1999 the parties to the contract have developed, adopted and signed annual intervention programmes for the Carinthian labour market. The TEP Platform serves as a development, coordination, management and review body, in which all main partners are represented. The Pact and Pact Coordination Unit are supported and consulted by IFA Unternehmensberatung GmbH.
Core function of the Pact The Pact Carinthia creates a systematic framework for cooperation on employment policy between the Public Employment Service and the Provincial Government of Carinthia. By involving the main players who share responsibilities for governing employment and qualification policies at provincial level, a comprehensive programme of direct interventions with supporting measures to integrate jobseekers and to help working people to keep their jobs is developed and implemented.
Contractual period January 2009 – December 2009
Objectives The aim of the Intervention Programme 2009 is to counter the adverse effects of the economic crisis on the labour market. Measures for groups such as young and older people, who are affected most severely by unemployment, are prioritised. Qualification is to help improving the opportunities for integration into the labour market, in particular of this specific group but also all the other target groups. By supporting integration, faster access to work is to be provided. Increasing unemployment is to be countered with the aid of two “Regional Foundations” operating throughout Carinthia. Company foundations are the response to large-scale lay-offs. Employment projects enhance the integration of long-term unemployed persons and prevent exclusion from the employment system. Equality between men and women in the labour market continues to be promoted in special programmes.
Range of measures and target groups Integration subsidies, qualification promotion, educational measures, non-profit employment projects, socio-economic enterprises, the special programme “Municipality”, childcare facilities, labour foundations, educational measures of the Verein zur Förderung der Kärntner Arbeitsstiftungen (Association Promoting Carinthian Labour Foundations), counselling, employment and training projects for older jobseekers (50+), young people (up to 25), women and girls as well as long-term unemployed persons.
Activities and results 2008 Besides realising employment and qualification measures, initiatives for young people were intensified and measures promoting “productive ageing” were launched. To make the achievements and the success of TEP more visible, standards for the realisation of measures were further developed; in addition, the monitoring and evaluation systems were improved.
Priorities for action 2009 In line with the objectives, the developments in the labour market were monitored more closely. Activities of the TEP steering bodies take place at shorter intervals to ensure fast – quantitative and qualitative - responses to developments. The capacity of the intervention measures is increased.
Financing and funding The operational implementation of measures is financed with a budget totalling EUR 36,334,517 (Provincial Government: EUR 9,236,333; Public Employment Service: EUR 19,725,350; others (municipalities): EUR 5,152,833; own income (projects): EUR 2,220,000). The financial resources used have reached an all-time high since the existence of the TEP for Carinthia. The support structure of the Pact is funded in the framework of ESF Priority 5, Operational Programme “Employment” for Austria 2007-2013.
